　　1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就流花16-2油田群开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

 

　　CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LH16-2 Oil Fields Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

　　2. 对投标人的资格和业绩要求：

　　（1）资格要求

 

　　Requirements for Qulification of Bidder

 

　　A．货物制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；

 

　　The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.

 

　　B．如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。

 

　　If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.

 

　　（2）业绩要求：

 

　　Requirement for Bidder's reference:

 

　　投标人所投标的调节阀应为制造商的标准产品，买方不接受新试制产品。投标人所投产品须满足在 2010 年 7 月至 2016 年 7 月期间至少在2个用于海洋环境项目（海洋石油天然气固定式平台或 FPSO ）且成功运行两年及以上的业绩（指使用方签署的交货验收合格或正常运行证明文件中开始运行时间在2010 年 7 月至 2016 年 7 月期间）。所提供的业绩需包括尺寸磅级不低于 16” 1500#的调节阀，且定位器与阀体均需与此次投标品牌一致。合同签署方可以是制造商，也可以是该制造商的代理。

 

　　The ConTROL VALVE provided by VENDOR shall be the mature products of the manufacturers, new trial products would not been accepted.The products provided by VENDOR should have at least two projects of offshore project (offshore project shall mean offshore oil and natural gas platform or FPSO) from July 2010 to July 2016 had applications at least for two years (the date of acceptance of delivery or start running time of the certificate issued by USER from July 2010 to July 2016 ) . The performance to be provided shall be no less than 16” 1500#，and the positioner and the valve body must be the same brand with the bidding. Performance is not limited to the number of contracts, the contract signatory can be the manufacturer, or the agent of the manufacturer.

 

　　投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：合同复印件（含技术附件）及交货验收合格单或使用方签署的正常运行的证明文件，业绩证明文件须体现以下内容：使用方签署的交货验收合格或正常运行证明文件时间、项目名称、使用环境、货物名称、使用方信息、尺寸、压力等级、定位器及阀体品牌等；上述文件中如未包含调节阀使用方签署的交货验收合格或正常运行证明文件时间、项目名称、使用环境、货物名称、使用方信息、尺寸、压力等级、定位器及阀体品牌的，投标人应提供有效说明文件或证明文件。

 

　　The Bidder shall furnish reference List in given form, and shall provide the corresponding documents : Copies of sales contract (including technical appendix)  and the Acceptance certificate or the documents of normal operation issued by the user. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows : the date of acceptance of delivery or start running time of the certificate issued by user , project name,usage circumstance , name of goods, the information of the user, the valve body size and pressure rating, the brand of positioner and the valve; If the above documents do not contain the the date of acceptance of delivery or the certificate issued by user , project name,usage circumstance , name of goods, the information of the user, the valve body size and pressure rating, the brand of positioner and the valve, the bidder shall provide a valid document.

 

　　C. 如为进口产品则交货时需提供第三方商会出具原产地商证书，投标人或生产商自己出具的原产地证书无效。

 

　　If the goods is imported, the certificate of origin issued by the third party chamber of commerce is required when delivery. The certificate of origin issued by the bidder or the manufacturer himself is invalid.

 

　　3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年8月14日开始至2018年8月21日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

 

　　The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Aug.14, 2018to Aug.21,2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

 

　　4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年9月4日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

 

　　The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Sep 4 , 2018. Any bid beyond the required time and date shall be subject for rejection.
