1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited.(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 Gas Field Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Quantity: Sixteen (16) sets
规格Specification：
系泊快速接头的最小破断力不少于23559KN(5296 kips); 验证负载不少于18605KN(4183 kips).最小腐蚀破断载荷不少于20709KN(4656 kips); 预估的腐蚀率不高于0.2mm/年。服务寿命不少于30年。
SMC Break Load not less than 23559 kN (5296 kips) ;SMC Proof Load not less than 18605 kN (4183 kips)；SMC Min.Corroded Break Load not less than 20709KN (4656 kips); assumed corrosion rate not more than 0.2mm/yr. The service life is not less than thirty (30) years.
交货期Delivery Schedule:
境内：2019年6月30日前

Bidders within P. R. China Custom Territory: all the goods shall arrive at Destination before 30th June, 2019.
境外：DAP目的港（INCOTERMS2010） （含卸船费）
Bidders outside of P. R. China Custom Territory: DAP Destination Port（INCOTERMS2010）（including charges for unloading）.
目的港为：中国深圳赤湾港或珠海港或惠州港（合同签订时买方将确定其中一个作为最终交货地）。
Destination Port：Shenzhen Chiwan port or Zhuhai port or Huizhou Port，PRC（one of them will be confirmed by Buyer as final delivery place when signature of Contract）
2. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qulification of Bidder
A. 投标人应为所投货物的制造商。本次招标不接受代理商投标;
The bidder shall be the manufacturer of bid goods, agent’s bid is unacceptable.
B．投标人通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
The Bidder shall pass ISO9001 Certification, and provide valid Certificate of Quality Management System Certification.
C. 投标人承诺所投标的货物取得ABS船级社的产品证书；
Bidder confirm that the bid products shall have certificate of marine product issued by American Bureau of Shipping (ABS).
D. 投标人承诺为陵水17-2半潜平台提供的系泊快速接头必须是投标人的成熟产品。
Bidder confirm that the Mooring connector seleced for the LS17-2 SEMI platform should be bidder's proven products.
（2）业绩要求：
Requirement for Bidder's reference:
近10年(2008年1月1日至截标日)投标人具有至少2套在海洋环境中永久性运行用途的，设计拉力不小于18605KN的系泊快速接头的货物已接收的销售业绩（业绩时间以货物接收证书时间为准）。投标人须提交有效的业绩表并提供相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）和用户签署的产品接收证书。
In recent 10 years (from Jan. 1st, 2008 till deadline of bids submission stipulated), the Bidder shall have sale reference,in which products had been received by clients, with at least 2 sets of mooring connector that design tension not less than 18605KN for marine environment permanent using purpose （ the time of receipt certificate is reference time）. The Bidder shall submit valid reference lists and relevant documentary to prove such reference. The documentary evidence for reference include but not limited: relevant chapter’s copies of sale contract (including relevant technical attachment) and receipt certificate of products signed by clients.
业绩证明文件必须至少体现以下内容：合同和产品接收证书的用户签署时间、用户名称及联系方式、货物名称、供货数量、使用环境、永久性运行用途、设计拉力。未提交业绩证明文件，或所提供的业绩证明文件无法验证上述信息均视为无效业绩均视为无效业绩。
The reference evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of sales contract and receipt certificate of products signed by clients, name of clients and contact method and contact person, name of products, quantity, environment to use, permanent using purpose, and design tension. If no reference evidentiary documents furnished, or evidentiary documents furnished cannot demonstrate above required information, the relevant reference will be deemed invalid.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年8月14日开始至2018年8月24日止，请登录中国海洋石油集团公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from August 14th, 2018 to August 24th, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年9月10日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on Sept. 10th, 2018. Any bid beyond the required time and date shall be subject for rejection.
